The king made this appeal during a formal dinner at the Royal Palace in Madrid, where French President Emmanuel Macron was also present. On July 30, approximately 72,000 migrants crossed simultaneously into Ceuta, a Spanish enclave located on the northern coast of Africa, triggering significant challenges related to security, public order, and humanitarian aid.

The majority of these migrants were returned to Morocco by Spanish authorities. Spain's government, led by Prime Minister Pedro Sánchez, is considering revising asylum procedures to enable faster repatriation of migrants. King Felipe VI emphasized that

“European nations facing the greatest pressure, due to their position on the EU’s external borders, cannot bear this responsibility alone.”

European Commission’s Strategy to Enhance Border Control

In response to the crisis, EU Commissioner for Migration Magnus Brunner unveiled a plan aimed at reinforcing control over the Union’s external borders. Key components of this strategy include:
