According to Главком: The Kremlin is establishing a permanent inter-agency group to advance a policy of 'traditional values.' This initiative will introduce a series of measures affecting cinema, the education system, and the information space. Starting March 1, 2026, Russia will ban the distribution of films deemed to discredit these values. Such films will be denied distribution certificates, removed from major online platforms, and their dissemination will incur fines.

Reforms in Education and the Information Sphere

Furthermore, beginning in the 2026/2027 academic year, Russian schools will introduce a new subject called 'Spiritual and Moral Culture of Russia.' Higher education institutions plan to implement digital testing of students for compliance with state ideological guidelines. These moves signal the Kremlin's intent to tighten control over the educational process and the ideological upbringing of youth.

Russia also controls a significant portion of political content in the German-language segment of Telegram. A network of channels linked to the RT media holding promotes pro-Russian narratives in this space. Officially, the 'traditional values' initiative is presented as an attempt to create a 'family-oriented environment.' However, the planned measures point to a further strengthening of ideological control.

Experts note that this 'values-based' policy is part of a broader domestic political strategy for the Kremlin. Through a moral-ideological agenda, the authorities seek to consolidate society, increase loyalty to the central decision-making body, and tighten control over the information environment. It is also suggested that shifting focus from economic hardships to cultural conflicts may reduce political risks for the Kremlin.

In foreign policy terms, the institutionalization of this doctrine reinforces the framing of the war against Ukraine as a protracted civilizational confrontation with the West. This expands the government's ability to justify high military spending, further restrictions on civil liberties, and the reallocation of resources in favor of security structures, turning ideology into a management tool amid a prolonged confrontation.

The introduction of the new 'traditional values' policy underscores the Kremlin's aims to consolidate societal control, particularly through educational and cultural initiatives. This could reshape the country's information landscape by limiting access to alternative viewpoints and creating conditions for intensified state propaganda. In the context of the ongoing external confrontation with the West, such measures may be used to justify domestic policy and economic decisions related to resources and security.
