Since taking office, Defense Minister Fedorov has exceeded the allocated budget by an astonishing $27 billion, equivalent to 1.1 trillion hryvnias. Prime Minister Koretsky highlighted the dire financial challenges the country faces, particularly the urgent need to cover frontline expenses such as military salaries.

"Suddenly, we are faced with an enormous budget shortfall and no clear way to fund frontline costs-especially soldiers’ pay. We cannot use aid from our EU partners for this, as they oppose their funds being allocated for such purposes,"

On the local level, Kostopil is also struggling with financial pressures. The town has already spent 8.5 million hryvnias on sewer system improvements and plans to invest an additional 37 million hryvnias to upgrade 985 meters of Pylyp Orlyk Street. The cost to refurbish one kilometer of road stands at 37 million hryvnias, with completion scheduled for late 2028.

Calls for Greater Oversight of Public Spending

Serhiy Rakhmanin, leader of the Holos party faction in Ukraine’s Verkhovna Rada and a member of the parliamentary Committee on National Security, Defense, and Intelligence, along with Rivne-based expert Yuriy Pylypenko, stress the urgent need for stringent budget oversight amid ongoing instability. While national authorities wrestle with defense overspending, local governments must also ensure that allocated funds are used efficiently to develop critical infrastructure.
