The All-Ukrainian Council of Churches and Religious Organizations has appealed to Pope Leo XIV and international bodies, urging immediate humanitarian aid and evacuation efforts for those trapped.

Located in a part of Ukraine under Russian military control, Oleshky is effectively cut off and on the brink of a humanitarian disaster. The last delivery of food supplies arrived at the end of May 2026, leaving residents facing severe shortages of food. Russian forces are restricting movement, deliberately blocking civilians from leaving and preventing essential deliveries of food and medical supplies.

Impact of the Conflict on the Population

The region's population has drastically declined from 40,000 to approximately 6,000, with the city's own numbers falling from 24,000 to about 2,000 inhabitants. Positioned in a "grey zone" near active frontlines, residents endure constant threats. The city's critical infrastructure is largely destroyed, with no electricity or gas available. In 2023, Oleshky suffered extensive flooding after Russian troops blew up the Kakhovka Hydroelectric Dam.

The All-Ukrainian Council of Churches and Religious Organizations highlighted that these civilians live daily under the threat of shelling and drone attacks, deprived of food, drinking water, medicine, and vital assistance. The crisis is particularly dire in Oleshky as well as nearby Hola Prystan, Stara Zburivka, and Nova Zburivka. Ukrainian authorities have repeatedly called on international organizations to facilitate evacuations. Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, noted that Russia has long refused to confirm any willingness to organize humanitarian evacuations from Oleshky.

Ukraine’s Ministry of Foreign Affairs is actively drawing global attention to the worsening humanitarian conditions in occupied areas of Kherson Oblast. Negotiations are ongoing to arrange urgent evacuations of civilians from these territories. The All-Ukrainian Council of Churches and Religious Organizations has urged UN member states and the International Committee of the Red Cross to support humanitarian missions and evacuation efforts in Oleshky.
