According to ХВИЛЯ: Michael Bloomberg called on the US Congress to support the transfer of Tomahawk missiles to Ukraine and criticized the 28-point peace plan developed without Ukraine's participation. He noted that such an agreement could threaten the strategic interests of the United States, and also called for better conditions for peace negotiations.

In his column published on November 26, Bloomberg pointed out that the 28-point peace plan was approved on November 19, 2025. This plan was developed by special envoy Steve Witkoff in consultations with Russian emissary Kirill Dmitriev. According to Bloomberg, the plan required Ukraine to:

• prohibit foreign military support.
