Ukraine’s Path to Europe and the Price of Peace

According to ХВИЛЯ: German Chancellor Friedrich Merz has made Ukraine’s European integration conditional on the end of the war-a resolution that may require Kyiv to give up territory. Speaking at a high school in Marsberg, Merz suggested that any future peace deal between Russia and Ukraine could involve territorial adjustments, which would then need approval through a nationwide referendum in Ukraine.

'At some point, Ukraine will sign a ceasefire agreement; at some point, hopefully, a peace treaty with Russia. It may then happen that part of Ukraine’s territory is no longer Ukrainian,' Merz stated.

To secure a majority in such a referendum, Ukrainian President Volodymyr Zelensky would need firm guarantees from the European Union regarding Ukraine’s eventual membership. Merz also stressed that the EU must take concrete steps toward granting Ukraine full membership. During an EU summit in Cyprus, the chancellor proposed allowing Ukrainian representatives to attend EU meetings, though without voting rights.

Zelensky, however, has rejected any form of partial or symbolic EU membership, insisting that Ukraine is not interested in such a limited arrangement.

'If President Zelensky wants to present this to his own people and secure a majority, and if he needs to hold a referendum on it, then he must simultaneously tell the nation: I have opened the door to Europe for you,' Merz added.
