Millions of Ukrainians need to re-register property ownership: details

Owners who registered property rights before 2013 now have the obligation to register it in the State Register of Property Rights. This is important for receiving compensation and carrying out any legal actions with property during wartime throughout the country.

'For example, if tomorrow you want to sell property, or if the property is to be inherited, you must register the ownership in the State Register of Property Rights. This also applies to participation in state programs for destroyed and damaged property, for example, eRestoration,' said the director of the State Registration Department.

Due to some archival BTI documents being in occupied territories, it has become impossible to register ownership of property registered before 2013 in paper journals. Therefore, citizens have the opportunity to submit applications for the re-registration of their property rights in the State Register of Rights to confirm the existence of property rights.

Registration Process

Property owners can register their property in Administrative Services Centers (ASC) or with notaries at the location of the property. Registration can also be done electronically through 'Diiu', except for properties in Kyiv, Luhansk, and Donetsk regions.

Although registration of property rights acquired before January 1, 2013, is voluntary, during martial law this procedure is considered extremely necessary for property owners in Ukraine.

According to the Ministry of Justice, Ukrainian property owners must register their property rights in the State Register of Rights if they have not done so yet. This is mandatory for receiving compensation and participating in state programs. Some BTI archives needed for this registration are in occupied territories, so the re-registration process has become extremely important for property owners in the country.
