The Ministry of Finance allocated 406 billion for social payments: how the funds were distributed
Funding of the social sphere in Ukraine in 2025
According to ХВИЛЯ: The Ministry of Finance of Ukraine has published data on the funding of the social sphere for 2025, indicating that 406.4 billion hryvnias were allocated for social payments. This helped to avoid debts, which positively affected the stability of payments.
From this amount:
- 241.8 billion hryvnias were allocated for pension payments;
- 83.8 billion hryvnias were directed to support citizens who found themselves in difficult life circumstances, including:
- 17.8 billion hryvnias was provided for the special program 'Winter Support 2025';
- 66 billion hryvnias went to help 1.1 million internally displaced persons (IDPs).
- 35.9 billion hryvnias were received by 2.8 million Ukrainian households for the payment of utility services;
- 22.6 billion hryvnias were paid to over 620 thousand aid recipients;
- 14.9 billion hryvnias were provided to 166.2 thousand low-income families;
- 7.4 billion hryvnias were allocated for social protection measures for persons with disabilities.
Roman Yermolichev, a representative of the Ministry of Finance, noted that the stability of payments was made possible by coordinated work with international donors.
He also emphasized that there is no debt on such payments, and ensuring social protection for citizens will remain one of the priority areas of state policy. In the 2026 budget, funding for pensions, subsidies, and assistance for IDPs will continue, indicating the government's intentions to support the social sphere in challenging conditions.
