Development Strategy for the State Customs Service Out to 2030

According to Мінфін: Ukraine's Ministry of Finance has formally endorsed the Strategic Development Plan for the State Customs Service, which covers the period through 2030. The initiative centres on digitising customs operations and aligning them with EU IT systems. A corresponding ministerial order spells out the key directions of this shift, including preparing Ukrainian customs for full compatibility with European standards.

What the Transformation Will Focus On

The roadmap provides for the creation of new electronic systems for import, export, and transit that follow EU rules. It also envisages continued improvements to existing services, notably:

• The automated customs clearance system (ASMO)
• The risk analysis system
• The single window

IT solutions produced under the plan will be designed around streamlined, genuine business requirements.
