Ukraine’s Defense Ministry Forms Task Force to Enhance Service Conditions for Foreign Fighters

Interagency Task Force Established

According to Рубрика — Суспільство: The Ukrainian Ministry of Defense has launched an interagency task force aimed at improving the service conditions for foreigners and stateless individuals defending Ukraine. At the inaugural meeting, Deputy Defense Minister Liubov Halan unveiled a plan focused on enhancing legalization processes, social protections, family support, and the regulation of military service for these personnel.

This initiative is being developed in close collaboration with the General Staff of the Armed Forces of Ukraine, the Military Ombudsman’s Office, and other government bodies. Representatives from the General Staff, the Military Ombudsman, the Ministries of Foreign Affairs, Internal Affairs, Health, Veterans Affairs, and the State Migration Service also participated in the session.

Key Discussion Topics

The discussion centered on several critical issues:

  • Identifying military units suitable for foreign servicemembers;
  • Legal residency and issuance of permits;
  • Service progression and career advancement;
  • Medical care and support for injuries and illnesses;
  • Social support for families, especially those of combatants.

The task force will conduct weekly meetings led by the Ministry of Defense, working within specialized subgroups with rotating membership. Their goal is to draft legislative proposals that will implement coordinated reforms. The Ministry has also designated specific units responsible for supporting foreign personnel throughout their service journey-from recruitment and training centers to active combat units.

Previously, the Ministry established uniform guidelines for assisting foreign nationals and stateless volunteers joining Ukraine’s Defense Forces. Liubov Halan emphasized:

"There is strong demand both from the Ukrainian military and foreign volunteers themselves for greater involvement. Our mission is to guarantee transparent recruitment and ensure dignified service conditions. Equally important is providing families with clear information and access to support services."

Moving forward, the task force plans to create a permanent platform for ongoing collaboration, maintain weekly subgroup activities, develop draft regulations, refine personnel policies, and identify support units for foreign servicemembers.

Establishing this interagency task force marks a significant step toward enhancing the experience of foreigners and stateless individuals serving in Ukraine. Their contribution is vital to the country’s defense, and streamlining legalization and social safeguards is expected to encourage more volunteers to join. Clear regulations and procedures will also foster greater transparency and efficiency in supporting these servicemembers and their families.

As Ukraine strengthens its defense capabilities through various initiatives, it is also essential to address minority rights within the country. Recently, a joint task force was created to monitor the rights of national minorities between Ukraine and Hungary. This development highlights the government's commitment to inclusivity and the protection of diverse communities amidst ongoing reforms.
