According to ХВИЛЯ: Lawmaker Solomiia Bobrovska has highlighted severe issues within Ukraine's mobilization system, particularly pointing to mass forced conscription and endemic corruption at Territorial Recruitment Centers (TRCs). She emphasized that street sweeps-where men are forcibly taken from public places-are causing immense damage to the state. According to Bobrovska, total corruption among military enlistment officers is undermining the entire draft campaign.

Reforms at the Ministry of Defense

In response to these challenges, the Ministry of Defense is preparing radical changes to the mobilization framework. A key proposal involves abolishing the current TRC structure by splitting its functions: social support and citizen notification duties will be transferred to independent agencies. This restructuring aims to boost institutional efficiency. Additionally, new technological tools for locating eligible conscripts will be introduced to streamline the recruitment process.

Bobrovska stressed the urgent need to address these persistent issues.

“In practice, TRC officials offer a menu of services and prices-how much it costs to get out of the van, to be driven somewhere, or to leave a checkpoint. The shameful decisions of medical boards remain the responsibility of doctors, unchanged,” she stated.

The deputy also called for stronger state enforcement mechanisms:

“If a person refuses to comply voluntarily-and we should always try the good-faith approach first-then the state must impose sanctions and coercive measures to ensure they report for military service and replace those already serving.”
