Online Mobilization Deferrals Expanded

According to Главком: The Ukrainian Ministry of Defense has broadened the range of mobilization deferrals that can be processed online via the 'Reserve+' app. A key new category now includes individuals with three or more children, provided they are not in significant arrears on child support payments. In total, the application offers 11 distinct types of online deferrals. This digital expansion is part of Ukraine's ongoing effort to streamline military administration while providing clarity to citizens.

To qualify for the online deferral for parents, military-eligible individuals must meet several criteria:

  • Have three or more children under the age of 18, born in Ukraine;
  • Ensure their data in official registries is current and accurate;
  • Not have outstanding alimony debt exceeding three months.

The deferral granting process is fully automated and typically completes within a few minutes to several hours.

Categories Eligible for Deferral

Currently, the 'Reserve+' app provides 11 categories for online deferral requests. These include:

  • Individuals with disabilities;
  • Those temporarily unfit for service;
  • Parents of a child with a disability under 18;
  • Parents of an adult child with a Group I or II disability;
  • Those with a spouse who has a Group I or II disability;
  • Those with a father or mother who has a Group I or II disability;
  • Women and men married to military personnel who have a child;
  • Parents of three or more children from the same marriage;
  • Parents raising a child under 18 alone;
  • Students, postgraduate students, and employees of higher and professional education institutions.

The Ministry of Defense has also begun testing military registration features within the 'Reserve+' app, indicating further refinements to the mobilization and support system for eligible citizens.

Enhancing the 'Reserve+' app's capabilities for obtaining deferrals is a significant step in supporting the families of those liable for military service, particularly those raising multiple children. The online system allows for faster and simpler document processing, potentially reducing the administrative burden on citizens. Continued system improvements also reflect the need to adapt mobilization procedures to wartime conditions while upholding social protections for families facing difficult circumstances.
