How Ukraine and SpaceX Are Denying Starlink to Russian Drones

According to ХВИЛЯ: Ukraine's Ministry of Defense, in partnership with SpaceX, has initiated efforts to block Russian military drones from accessing the Starlink satellite network. This move is a direct response to confirmed instances of drones equipped with Starlink terminals being used in attacks over Ukrainian cities. Defense Minister Mykhailo Fedorov confirmed that his team contacted the American company immediately after identifying the hostile drones. This collaboration highlights the evolving nature of modern warfare, where controlling access to commercial technology has become a critical battlefield.

Advisor to the Defense Minister, Serhiy Beskrestnov, detailed the technical challenge, explaining that traditional electronic warfare (EW) methods are ineffective against Starlink terminals. These terminals cannot be jammed by standard EW tools, and their position cannot be detected by radio-electronic reconnaissance (RER) equipment. As a result, hundreds of attacks by such drones on civilian cities and residential buildings have been recorded.

A Systematic Countermeasure Plan and International Cooperation

The Ukrainian Ministry of Defense is now preparing both a rapid, temporary solution and a systematic long-term algorithm to counter the use of Starlink on Russian unmanned aerial vehicles (UAVs). Ukrainian experts have been tracking this problem for several weeks, with the mass deployment of Starlink terminals on enemy long-range drones becoming apparent only recently. Terminals have been documented on drones like the Molniya (Lightning), initially attached with tape, while newer models feature terminals organically integrated into the fuselage.

Drones with this type of communication link are immune to electronic warfare and can strike targets with precision under the control of an operator located within Russia. The Russian side is continuously upgrading its Shahed drones, installing:

  • cameras
  • mesh modems to create airborne relay networks
  • man-portable air-defense systems (MANPADS) on board

"The complexity of this process lies in the inability to jam Starlink with electronic warfare means, so the primary solution must be organizational."

Serhiy Beskrestnov

Mykhailo Fedorov expressed gratitude to SpaceX President Gwynne Shotwell and Elon Musk for their swift response and for beginning work to resolve the situation.

This joint initiative between Ukraine's Ministry of Defense and SpaceX underscores the vital importance of international security cooperation, especially in contemporary conflicts where technology plays a decisive role. The Russian military's adaptation of Starlink illustrates the complex challenges Ukrainian forces face in countering novel threats, necessitating constant adaptation and the development of new defensive strategies.
