The HOME program continues until 2026: 200 million euros will be allocated for housing
At the online meeting, an agreement was signed between the Ministry of Development, the Council of Europe Development Bank, and the Ministry of Finance of Ukraine regarding the results of housing programs for 2024-2025 and future steps for 2026. Natalia Kozlovska represented the Ministry of Development at the meeting. During the meeting, the project 'HOME: Compensation for destroyed housing', a mortgage loan program for internally displaced persons (IDPs), and the improvement of the implementation processes of these programs were discussed.
The first phase of the HOME program has already been completed, and the second with 100 million euros is actively underway: over 1500 families have purchased housing with certificates, and another 300 certificates have been issued for payment. In total, over 3,600 families will receive assistance for housing purchases under the HOME-2 project. Representatives of the Ministry of Development emphasized that this program is an effective way to support people who lost their homes due to the war.
It was also announced that the European Commission and the Council of Europe Development Bank will launch a grant project of 10 million euros in January 2026, which will strengthen the HOME program. There are also plans to continue funding the HOME-3 program in 2026 for 200 million euros.
Furthermore, the 'Housing for IDPs' program has started its operation, providing the first tranche of 25 million euros out of 50 million. About 510 internally displaced families will have the opportunity to buy their own homes under favorable mortgage terms. The government is also proposing to continue funding this program in the coming years.
The Ministry of Development emphasized the new housing program for supporting internally displaced persons from temporarily occupied territories. A project proposal for 120 million euros is already ready and has been sent to the Ministry of Finance, and support from international partners is expected for its implementation.
The agreement between the Ministry of Development, the Council of Europe Development Bank, and the Ministry of Finance of Ukraine concerns housing programs and their effective implementation, which helps people affected by the war receive necessary assistance in purchasing housing. The implementation of various programs allows internally displaced persons and those from temporarily occupied territories to receive support and the opportunity to improve their housing conditions.
