Enhancing Social Support for Families

According to Міністерство соц. політики: The Ukrainian Ministry of Social Policy, led by First Deputy Minister Lyudmyla Shemelenets, is prioritizing the integration of community insights to refine national social strategies. Their main objective is to shift from reactive crisis management toward proactive, preventive assistance, especially targeting families raising children with disabilities. This approach was central to discussions at the Zhytomyr Region Community Forum, themed "Social Services for Families and Children: From State Policy to Local Solutions."

Addressing Challenges Faced by Families

Families encounter numerous hardships, including:

• job loss,
• health issues,
• financial strain,
• parental burnout, and the ongoing effects of war.

To effectively support these families, financial aid must be complemented by accessible social services. Special emphasis is placed on those caring for children with disabilities who require assistance such as caregiving, temporary respite, and educational support.

By 2027, a major investment of 182.4 million UAH is earmarked to expand early intervention services. The plan also includes growing the network of early intervention provider teams to 140 across the country.

“This practical experience is fundamental for improving state policy,” emphasized Lyudmyla Shemelenets.

Participants at the forum exchanged valuable practices and community-driven solutions aimed at bolstering social assistance for families.

This initiative highlights the Ministry’s growing commitment to addressing the complex needs of families affected by war and socio-economic challenges. By enhancing social policy and introducing innovative services, Ukraine aims to significantly improve the wellbeing of vulnerable households. The collaborative dialogue with communities underscores the importance of joint efforts in crafting effective support systems for those most in need.

In addition to the proactive measures being implemented, the Ukrainian government has also introduced initiatives like the 'Family Home' program, designed to support children struggling to find families. This multifaceted approach reflects the commitment to not only enhance social services but also to foster stable environments for vulnerable children, thereby addressing the broader implications of social policy reforms.
