Mobilization 2026: how online procedures have changed the call to the Armed Forces of Ukraine

According to ХВИЛЯ: The Ministry of Defense of Ukraine has summarized the changes in the mobilization system that came into effect in 2025 and will be applicable in 2026, transferring most procedures to an online format. These innovations are aimed at simplifying and modernizing the process of conscription into the Armed Forces of Ukraine, which has become particularly relevant in the face of modern challenges.

Key changes in mobilization

One of the key changes was the introduction of new deferral rules, which have been in effect since November 1, 2025. Now, conscripts have the opportunity to receive deferments online through a special application called Reserve+. This application includes 11 types of deferments, 8 of which were launched in 2025. This has significantly simplified the process of obtaining deferments, allowing individuals to avoid queues and unnecessary time expenditure.

Moreover, Reserve ID has become the primary document for conscripts, military personnel, and reservists. This document is an important element of the mobilization system, as it simplifies the identification of individuals subject to conscription. With its help, access to necessary services within the framework of the mobilization process can be obtained more quickly.

Another important aspect is the electronic referrals for military medical commissions (MMC), which were generated in the Reserve+ application. To date, over 370 thousand such electronic referrals have been created, which has reduced the burden on traditional conscription systems and shortened waiting times for conscripts.

Thanks to these changes, the mobilization system in Ukraine is becoming more transparent, convenient, and accessible for citizens. Online procedures have not only simplified the processing of necessary documents but have also increased the efficiency of conscription into the Armed Forces of Ukraine in modern challenges.

The implementation of online procedures in the mobilization system is an important step towards improving access and convenience for citizens subject to conscription. These changes could positively impact the overall mobilization readiness of the country, simplifying processes that previously required significant effort and time. In the context of current security challenges in Ukraine, an effective and convenient mobilization system has strategic significance for maintaining the defense capabilities of the state.
