Changes in the mobilization process in Ukraine

According to ХВИЛЯ: As the year 2026 approaches, possible changes in the mobilization process and the involvement of conscripts are actively discussed in Ukraine. Military analyst Ivan Tymochko emphasizes that Ukraine may increase the number of conscripts in response to pressure from Russia. However, the main focus will be on the technological aspect of military actions. In preparation for potential changes, the Kyiv Regional TCC and SP published clarifications regarding the delivery of summons to conscripts.

Right and places for delivering summons

According to the new clarifications, the right to deliver summons is held by representatives of various structures. Among them:

  • representatives of structural divisions of district, city state administrations (military administrations);
  • executive bodies of village, settlement, city, and district councils;
  • representatives of enterprises, institutions, organizations;
  • representatives of the respective SBU or intelligence unit.

The places where summons can be delivered also vary. This may occur:

  • at the address of residence;
  • at the place of work or study;
  • in public places, buildings, and structures;
  • at TCC and SP, at checkpoints or roadblocks.

Ivan Tymochko notes that the decision to exceed the current levels of mobilization will only be made in case of a significant increase in the intensity of combat. He emphasizes the importance of infantry in modern military conflicts, noting:

'infantry, infantry, and once again infantry.' - Ivan Tymochko

The expert also emphasizes the seriousness of the consequences for those who evade service, stating:

'if you don’t go to serve - you go to prison. If you go to prison - you will be in the stormtroopers.' - Ivan Tymochko

Thus, the year 2026 may become a critical moment in the issue of mobilization, and changes in the process of involvement of conscripts could significantly impact the defense capability of Ukraine.

Changes in the mobilization process may reflect Ukraine's strategy in response to threats from Russia and adaptation to modern combat conditions. The importance of technological aspects and infantry in military actions emphasizes the need for preparation for potential escalation scenarios of the conflict. Therefore, the new rules regarding the delivery of summons may significantly affect the military balance in the country in the event of a crisis on the front.
