Who has the right to check documents?
The placement of mobile checkpoints is determined by orders from military command that regulate their activities. Documents can only be checked by authorized persons, which include:
- military personnel of the Armed Forces of Ukraine,
- employees of the National Police,
- military personnel of the National Guard of Ukraine,
- territorial defense forces.
This ensures the legitimacy of actions at such control points.
If necessary, authorized representatives of Territorial Centers for Recruitment and Social Support have the right to issue summons. However, administrative delivery is possible only in cases clearly defined by the Code of Ukraine on Administrative Offenses. It is important to note that failure to comply with the requirement to stop the vehicle, issued by authorized entities, may be considered an administrative offense.
The algorithm of actions when stopped at a mobile checkpoint includes several stages:
- the driver must stop the vehicle;
- a representative of the authorized body checks the documents;
- inspects the vehicle;
- communicates with the driver.
This process is necessary to ensure safety and law and order in the country under the current situation.
