If it’s unsafe for children to remain in shelters during lessons, remote learning should be arranged from secure locations. These recommendations were issued by Education Minister Andriy Butenko, drawing on experiences from frontline regions.

All Ukrainian schools are equipped with some form of shelter, ranging from basic structures to fully equipped bomb shelters. When an air raid alert is announced, lessons stop immediately, and students along with staff move to these shelters. Minister Butenko emphasized that

“there is no single correct approach. Schools must plan ahead and have multiple contingency plans ready.”

The Ongoing Need for Underground Educational Facilities

Despite the presence of shelters in every school, the demand for underground schools remains critical. In the past week alone, two incidents in Kyiv and one in Sumy demonstrated how adherence to safety protocols saved lives during direct strikes on school buildings.

“I want to thank all teachers who prioritize our children’s safety. Just this week, we have seen two cases in the capital where following the rules was a lifesaver,”

the minister noted.

The Ministry’s recommendations for managing education during extended air raid alerts include:

  • Developing multiple teaching scenarios;
  • Establishing clear procedures for normal conditions, during alerts, and amid repeated daily alarms;
  • Organizing lessons in safe locations or through online platforms;
  • Strictly following safety measures and moving immediately to shelters upon alarm.

Additional safety initiatives highlight the seriousness of Ukraine’s approach to protecting education amid conflict. Zaporizhzhia recently opened its first underground kindergarten. The Taras Shevchenko National University of Kyiv shifted to online study due to security concerns. In Zhytomyr, a new dual-purpose shelter was equipped with ramps, electric lifts, and tactile navigation aids. These efforts underscore the commitment to maintaining safe and effective learning environments during wartime.
