IMF demands new taxes for entrepreneurs: Zheleznyak announced a conflict with the Office

People's Deputy Yaroslav Zheleznyak stated that the updated memorandum of the International Monetary Fund contains new tax requirements for Ukraine, particularly regarding the simplified taxation system for entrepreneurs. According to him, it is precisely due to these provisions that President Volodymyr Zelensky allegedly refuses to sign the document.

What new requirements did the IMF announce according to Zheleznyak

According to the deputy, the updated memorandum includes a requirement to adopt legislative changes regarding the abolition of the exemption for entrepreneurs under the simplified system from VAT payment by the end of April 2027. At the same time, the entry into force of these norms, according to him, is planned for 2028.

Zheleznyak also claims that the document provides for:

  • changes to combat abuses of the simplified taxation system;
  • the appointment of all members of the Accounting Chamber;
  • changes in the management of the National Securities Commission;
  • the creation of a centralized system of tax and customs data;
  • the approval of new KPIs for the State Tax Service.

Moreover, the deputy stated that among the existing obligations remain legislative changes concerning taxation of digital platforms, as well as the abolition of the exemption for duty-free import of international parcels worth up to 150 euros. According to him, the latest draft law has not even been submitted to parliament.

What, according to the deputy, caused the conflict

Zheleznyak stated that as of July 1, the president had not signed the updated memorandum due to disagreement with the tax provisions, primarily regarding changes for entrepreneurs. At the same time, the deputy believes that refusal without proposing alternative sources for budget replenishment may complicate further negotiations of Ukraine with international partners and lead to the emergence of additional requirements in the future.

He also expressed the opinion that the Ukrainian authorities should have proposed alternative compensators to the IMF instead of new tax changes, but, in his opinion, this has not been done.

Earlier, Zheleznyak announced a crackdown on corrupt officials due to EU requirements and 90 billion euros.
