Rules for Obtaining Driver's Licenses

According to ХВИЛЯ: The service centers of the Ministry of Internal Affairs have clarified the rules for obtaining driver's licenses, including age restrictions and fines for driving without a license. The minimum age for driving is:

• mopeds - 16 years;
• passenger cars - 18 years;
• trucks with trailers - 19 years;
• buses - 21 years.

According to current legislation, the fine for driving without a driver's license for minors is 3400 hryvnias, and the funds are collected from the parents. Additionally, draft law No. 8082 proposes the introduction of mandatory tests for drivers over 65 years old, and the validity of licenses for people aged 70 and older may be shortened to 5 years.

Cost of Exams and Fine System

The exam procedure provides for a fee of 250 hryvnias for taking the theoretical exam, and 420 hryvnias for the practical exam. The number of attempts for passing the practical exam is not limited, but at least 10 days must pass between attempts. Regarding the fine system, a fine of 340 hryvnias is imposed for exceeding the speed limit by more than 20 km/h, and 1700 hryvnias for exceeding by more than 50 km/h. A 50% discount on fines applies if paid within 10 days through the 'Diia' application or the Ministry of Internal Affairs website.

These innovations are aimed at increasing road safety and monitoring the quality of driver's licenses. The introduction of mandatory tests for older drivers may help reduce risks associated with driving by elderly individuals. At the same time, the fine system is intended to encourage drivers to adhere to traffic rules, particularly regarding speeding.
