Ukraine’s Interior Ministry is deploying three Phantom patrol cars for discreet speed monitoring

Phantom patrol cars arrive on Ukrainian roads

According to Рубрика — Суспільство: Three Phantom patrol vehicles are being prepared by Ukraine’s Interior Ministry to monitor drivers’ speed without being noticed. The first units are expected to hit the road before the end of August. For now, only three of these cars are available, but if the original manufacturer can be identified, the ministry hopes to buy more by the end of the year. The Phantoms will focus on highways, especially routes in and around Kyiv and the Kyiv region.

Interior Minister Ivan Vyhivskyi confirmed that the country currently has just three of these vehicles:

For now, there will be three. But by the end of the year, if we find the company that made them, we will purchase more. Three is just the beginning. - Ivan Vyhivskyi

It was also announced that on August 18 the ministry will present a package of measures aimed at improving road safety. That package includes:

• tougher penalties for drivers who repeatedly violate traffic rules;
• installation of new automated speed cameras;
• the return of Phantom patrol cars.

A related bill, numbered 15348, has been submitted to the Verkhovna Rada. It proposes stricter liability for repeat traffic offenders and higher fines for speeding. Vyhivskyi explained:

We had hoped it would be considered during the last plenary week. But because of air raid alerts, it never came up. Of course, no single law will solve this alone. We are working on it systematically. It is a matter of behavioral culture, fines, responsibility, and also roads and interchanges - this is a whole package of measures. - Ivan Vyhivskyi

Phantom cars were previously used for about a month before the full-scale war began, and during that period police held more than 26,000 drivers accountable. Bill No. 15348, registered in parliament on August 24, 2026, carries the title “On Amendments to the Code of Ukraine on Administrative Offenses Regarding Strengthening Liability for Actions That Cause Injuries and Fatalities on Roads.”

Interior Ministry road safety strategy

The introduction of Phantom patrol vehicles is part of a broader Interior Ministry strategy to improve road safety in Ukraine. Given the high number of traffic violations, new enforcement technologies could play a key role in reducing road accidents. Continued work on the bill to strengthen driver accountability also reflects the government’s push to lower road injuries and deaths, which remain a serious concern in the country.
