First Phase of Terminal Upgrade Completed at Ukraine–Romania Border Crossing

Revamping the Porubne–Siret Border Checkpoint

The first phase of work on the cargo terminal at the Porubne–Siret checkpoint-located on the Ukrainian-Romanian border-is now complete. This project, supported by the EU's Connecting Europe Facility, is moving into its next stage: equipping the terminal with modern customs and border-control systems.

During the opening phase, the focus was on building the engineering foundation needed to operate an expanded cargo terminal. The key elements put in place were:

• cement-concrete pavement;
• a drainage and wastewater treatment system;
• a border guard pavilion;
• a stationary radiation monitoring system;
• an outdoor lighting system.

Future stages will see the construction of four additional entry lanes for trucks coming into Ukraine, the introduction of advanced technological tools for customs and border inspections, and the creation of a designated waiting area for lorries.

The financing model is straightforward: the EU grant and Ukraine's state budget each cover 50% of the costs. Coordination is handled by Ukraine's Ministry of Infrastructure and the State Agency for Restoration and Development of Infrastructure, with support from the European Commission and CINEA, the European Executive Agency for Climate, Infrastructure and Environment.

Once the entire project is finished, the checkpoint is expected to process a significantly larger volume of freight traffic, reduce the time needed for control procedures, improve international logistics, and strengthen Ukraine's transport integration with the EU.

Upgrading Porubne–Siret is a key element of Ukraine's broader drive to modernize border infrastructure and tie into European transport networks. This effort not only raises the crossing's capacity but also creates more modern and efficient conditions for customs control. Successful completion of the remaining phases will be a major step toward better international logistics and deeper economic ties between Ukraine and EU member states.
