Contract Soldier Recruitment Pace Declines

According to Главком: Russia's military is facing a slowdown in recruiting contract soldiers. Budget statistics from 40 regions show that during the first quarter of 2026, between 800 and 1,000 people signed contracts with the Russian Ministry of Defense each day. This figure represents a 20% drop compared to the same period in 2025. In total, approximately 70,500 contract soldiers were recruited from the start of 2026. This decline comes amid a prolonged military engagement that has increased demand for personnel.

Financial Incentives and Their Effectiveness

The average signing bonus for a military contract in these regions has risen to 1.47 million rubles. In some areas, payments were increased by as much as 78%. For instance, the Samara Oblast promises a payment of 4 million rubles for signing a contract. These figures highlight the government's attempts to attract new servicemembers through substantial financial offers, yet recruitment results remain lower than the previous year.

The drop in new contract soldiers, despite significant monetary incentives, suggests growing difficulties in persuading citizens to join the military. This trend may be influenced by various factors, including the domestic social and economic climate and public attitudes toward military service. While authorities may implement further measures to make service more appealing, the current results are underwhelming, indicating that money alone is not solving the recruitment challenge.
