Poltava Road Kickback Case Grows as NABU and SAPO Add More Suspects

Corruption Scheme: More Suspects Named

According to НАБУ: Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have widened their investigation into a corrupt road-repair scheme in Poltava region. The following individuals have been added to the list of suspects:

• a former deputy head of the Poltava Regional Council;
• a deputy;
• an official from the Poltava City Council;
• two representatives of contractor companies.

The newly added suspects are accused of orchestrating the systematic extortion and acceptance of undue benefits from contractors.

Size of the Illicit Gain

According to the investigation, officials at the Poltava City Council's Department of Housing and Communal Services, acting together with a former deputy head of the regional council and two city-council deputies, demanded a 10% kickback from companies on contracts for maintenance and routine repairs of local roads. The total improper benefit collected from contractors exceeded UAH 29.9 million. In total, nine people are now suspects in this case.

This investigation demonstrates how deeply corruption can penetrate public procurement and infrastructure repair, a systemic issue in Ukraine.
