Former Top Managers Implicated in $21 Million Ukrainian Grain Theft Scheme
Organized Crime Ring Uncovered
According to НАБУ: Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have exposed an organized criminal group. The ring is accused of misappropriating grain from the state-owned Ukrainian State Food and Grain Corporation (SFGCU) in 2021, causing losses of 776 million hryvnias. The scheme exploited unpaid contracts for corn supply.
Scheme Details and Participants
The criminal group included former senior officials of the SFGCU and representatives of a foreign company. In 2021, the SFGCU signed four contracts with this non-resident company for the supply of feed corn, requiring 100% prepayment before the transfer of ownership. However, the original bills of lading were delivered to the buyer's company before any payment was made.
The grain was unloaded, and the group disposed of it without making any financial settlements. The SFGCU was left with only copies of the bills of lading, which bore forged signatures and stamps. As a result of this scheme, the state corporation lost 106,000 tons of grain, valued at 776 million hryvnias (approximately $21 million at the time). This case highlights the vulnerability of state assets in Ukraine's critical agricultural sector, a key pillar of the national economy.
