Potential cessation of the 'National Cashback' program

The 'National Cashback' program may be terminated from January 1, 2026, due to a lack of funds, according to Resolution No. 1510 adopted on November 22. As a result, the funds accrued for December 2025 will not be transferred to program participants. An alternative scenario involves phasing out the program from May 1, 2026, which raises concerns among more than 7.5 million Ukrainians who are participants in the 'National Cashback'.

Financial results and new rules

In 2025, Ukrainians received nearly 4 billion hryvnias in cashback. However, delays in payments have already been observed: a record cashback amount of 509 million hryvnias for August began to be transferred only in November. Program participants received payments totaling over 4 billion hryvnias, and more than 1870 domestic producers joined the program.

Additionally, as of November 22, the list of goods and services for which funds from the 'National Cashback' card can be spent has been updated. The new rules will be in effect until June 30, 2026. Funds can be used for:

  • communal and postal services
  • food products
  • medications and medical supplies
  • books and printed materials
  • charitable contributions

The 'National Cashback' program is of great significance for Ukrainians, as it not only supports consumer demand but also stimulates domestic producers. The potential cessation of the program may lead to significant socio-economic consequences for the population, which is already facing delays in payments. At the same time, the update of the list of goods and services that cashback can be spent on indicates an effort to adapt the program to the current needs of consumers.
