Operation Aesculapius: Targeted Raids on Military Medical Boards

According to ХВИЛЯ: As part of a broader crackdown on corruption in Ukraine's defense and healthcare sectors, the National Police of Ukraine executed 58 search warrants against members of Military Medical Commissions (MMCs) and expert teams. This coordinated action, codenamed Operation Aesculapius, uncovered false declarations totaling 200 million Ukrainian hryvnias. Authorities have filed over 230 administrative offense reports under Article 172-6 of the Ukrainian Code on Administrative Offenses.

The searches spanned 16 regions across the country and were carried out by the Department of Strategic Investigations, alongside police investigative units and military prosecutors. Discrepancies between declared assets and actual wealth ranged from 2 to 11 million hryvnias per individual. During the raids, law enforcement seized a substantial amount of property, including a 2025 Mercedes-Benz GLE 300D valued at over $100,000.

Seized Assets and Broader Implications

Other confiscated items included cash in both local and foreign currencies, medical records and MMC discharge papers for 36 patients, as well as contracts and receipts for cash transfers ranging from 600,000 to over 1 million hryvnias. Operation Aesculapius is part of a larger effort to tackle endemic corruption in Ukraine's defense and medical services, which has been a persistent challenge for the country.

This operation underscores the Ukrainian authorities' commitment to rooting out corruption, particularly in sectors critical to national security and public health. The fraudulent declarations uncovered suggest potential systemic corruption within these institutions, which could undermine both military readiness and civilian healthcare. Ongoing investigations may lead to serious legal consequences for those involved in these schemes.

As the National Police intensify their efforts to combat corruption, similar investigations have emerged in other sectors. Recently, the Ukrainian Security Service uncovered a police cover-up involving illegal activities in the adult film industry. This highlights the pervasive nature of corruption across various institutions in the country, raising questions about accountability and reform.
