Ukraine's Media Regulator Warns Against Telegram Ban, Citing Free Speech Risks

According to Главком: The National Television and Radio Broadcasting Council of Ukraine has issued a statement concerning draft law No. 11115, which seeks to regulate the Telegram messenger. The regulator points out that Ukraine lacks the technical capability to block individual accounts or channels on the platform. The only technically feasible option is a nationwide block of the entire service, a move it warns could severely impact freedom of speech and media operations.

According to a survey published in early March by the Rating sociological group, 76% of respondents oppose a complete ban on Telegram in Ukraine, while only 16% support the idea. Furthermore, 52% of those polled favor increased oversight of the messenger by law enforcement agencies, whereas 41% are against such measures. Meanwhile, 72% of Ukrainians believe Telegram does not affect their personal security, with 8% holding the opposite view. Regarding its impact on national security, 28% of survey participants consider it negative.
