Land tax increased by 15%: which regions lead in budget contributions

According to hvylya.net: In the first half of 2025, landowners and tenants paid UAH 21.28 billion in land tax to local budgets. This was reported by the State Tax Service of Ukraine.
This is almost a 15%, or UAH 2.75 billion increase, compared to the same period last year. From January to June 2025, the revenue amounted to UAH 18.53 billion.
Leaders in tax payment:
- Dnipropetrovsk – UAH 3.78 billion,
- Kiev – UAH 3.16 billion,
- Odessa – UAH 1.89 billion,
- Lviv – UAH 1.47 billion.
Land tax is a mandatory payment within the property tax. It includes land tax or rent for land plots of state and communal property.
'Landowners and land users pay land tax from the moment of arising (state registration) of property rights or land use rights. In case of termination of property rights or land use rights, the land tax is paid for the actual period of land ownership or use in the current year,' it was explained by the tax service.
Payments for land in Ukraine to local budgets are increasing, showing growth in payment volumes compared to previous periods. The largest payments for land come from major cities like Dnipropetrovsk, Kiev, and Odessa.
