Childcare Benefit for Infants Under One Year

According to Пенсії (RSS): The Pension Fund of Ukraine has announced the payment of a childcare benefit for infants under one year old. An applicant who gave birth in September 2025 and submitted her claim in late January will receive the funds via a special-purpose account at JSC 'Oschadbank'. The application for this benefit was submitted for payments starting from January 1, 2026. This new support measure is part of broader social policy reforms aimed at assisting young families.

A new law, Ukraine's Law No. 4681-IX dated November 5, 2025, which comes into force on January 1, 2026, introduces new types of state aid, including this childcare benefit for a child's first year. The procedure for assigning and paying this state aid to families with children is governed by Cabinet of Ministers Resolution No. 1751 dated December 27, 2001, as amended by Resolution No. 1805 dated December 31, 2025, and further updated by Resolution No. 169 dated February 5, 2026.

The Payment Process for the Benefit

The childcare benefit for infants under one year will be paid into a current bank account with a special usage regime. This special-purpose account can be opened at JSC 'Oschadbank'. Currently, JSC 'Oschadbank' is already opening these special accounts for applicants who initially provided details for regular accounts at other banks in their applications. This decision was made following a request from the Pension Fund of Ukraine, taking into account the amendments to CMU Resolution No. 1751.

Payment of the funds due from January 1, 2026, will be ensured in the near future through the special-purpose account opened at JSC 'Oschadbank'. The applicant will be notified once the funds are deposited into her account.

The introduction of this new benefit for childcare during a child's first year reflects the Ukrainian government's efforts to support families with children, particularly within the context of the country's demographic challenges. It is significant that the legislative changes and the payment mechanism are being implemented through reliable financial institutions, which should ensure the timeliness and transparency of the process. This also demonstrates the adaptation of state social policy to population needs and contemporary challenges.
