New State Benefit Payment Procedure

According to Главком: Beginning January 1, 2026, Ukraine will implement a new procedure for paying state assistance upon the birth of a child. Parents welcoming a child on or after this date will be eligible for a one-time payment of 50,000 hryvnias. Applications for this child benefit can be submitted remotely through the Ukrainian Pension Fund or via the 'Diia' portal, as announced by Minister of Social Policy Denys Ulutin. This digital-first approach is part of broader efforts to modernize public services.

One-Time Financial Aid for Returning Children

Separately, the Cabinet of Ministers has also introduced a one-time payment of 50,000 hryvnias for children returning from temporarily occupied territories or after deportation. Parents or official guardians of the child can apply for this aid through the State Children's Service. Importantly, this assistance is not counted when calculating eligibility for other social payments or subsidies, ensuring families receive the full support intended.

The government also plans to expand the scope of the state 'School Starter Kit' program. Funds from this initiative can be used to purchase:

  • Books
  • Stationery
  • Children's clothing
  • Footwear

These new measures are designed to support families with children and provide them with access to necessary resources for development.

The introduction of the new childbirth benefit procedure and the aid for returning children reflects the Ukrainian government's efforts to bolster families during a challenging period.
