According to Главком: NATO Secretary General Mark Rutte has highlighted significant barriers to a peace agreement in Ukraine, pointing directly to the stance of Russian President Vladimir Putin. According to Rutte, the main issue is that Putin is insisting on maximalist demands that make compromise nearly impossible.

'And these are, of course, staggering numbers,' Rutte noted.

In his statement, Rutte emphasized that Ukrainian forces are currently killing or seriously wounding between 30,000 and 35,000 Russian troops every month.

Negotiations and Russia’s Military Spending

Officials from the administration of U.S. President Donald Trump-including Secretary of State Marco Rubio and Special Envoy Jared Kushner-are actively working to advance the negotiation process. However, the prospects for any agreement hinge on the Kremlin's willingness to engage in talks.

At the same time, Russia continues to ramp up military funding, with key allocations including:

• nearly half of the national budget directed toward defense;
• roughly three-quarters of tax revenues spent on military needs.

It is also worth noting that Ukrainian strikes on Russian energy infrastructure have proven effective. Recently, drones targeted the Orenburg Gas Processing Plant, part of Gazprom's gas chemical complex.
