Ukraine's New Lobbying Law Sees High Compliance in First Reporting Cycle

According to Главком: As of March 12, 2025, 97% of individuals registered as lobbyists and 100% of companies have submitted their first reports to Ukraine's National Agency on Corruption Prevention (NAZK). The lobbying registry, launched in the autumn of 2024, contains 161 total participants. Of these, 132 lobbyists registered last year were required to file reports under the new regulatory framework. This marks a significant step in Ukraine's ongoing anti-corruption and governance reforms, which are closely watched by international partners.
The final deadline for submitting these reports is January 31, 2026. To date, 96% of companies and 87% of individual lobbyists have met their initial reporting obligations on time. However, two individual lobbyists have yet to file their reports. The 'On Lobbying' law officially came into force on September 1, 2025.
Advancing Transparency in Lobbying
The Transparency Register, an online platform for collecting information on lobbyists, is designed to increase openness in the lobbying sector. Over half of all participants registered in the first month after the Registry's launch. Notable companies that filed their reports in early February include:
- The All-Ukrainian Privatization Agency
- CIK-Group Ukraine
- Ukrainian company Consulting and Lobbyism
This data indicates active participation from Ukraine's lobbying market and a willingness to comply with the new legislative requirements.
