NAZK Guidance on Loan Declarations

According to НАЗК: The National Agency on Corruption Prevention (NAZK) has issued new clarifications regarding the declaration of loans, discrepancies in the 'Data for Declaration' function, and the reporting of family member expenditures. The agency stressed the critical importance of accurately reporting financial liabilities, while also noting that the personal expenses and transactions of a declarant's family members are not subject to declaration.

Conditions for Declaring Debts

Specifically, NAZK outlined the conditions under which a declarant or a family member must report credit card debt in Section 13, 'Financial Liabilities.' Declaration is required if, during the reporting period, the credit funds were used in a single transaction exceeding 50 subsistence minimums (UAH 151.4 thousand in 2025). It is also mandatory if the outstanding debt balance on the last day of the reporting period surpasses this amount.

It is important to note that the information in the 'Data for Declaration' function is generated automatically from state registers; NAZK does not create this data itself but receives it from other sources. This underscores the necessity for accuracy in the data fed into the system. If discrepancies are found in the provided information, declarants must follow the established procedure for corrections.

Furthermore, NAZK emphasized that the expenses and legal transactions of family members are not to be listed in the declaration. This rule is crucial for avoiding confusion and confirms that the declaration pertains solely to the personal financial obligations of the declarant.
