Anti-Corruption Legislation Oversight
According to НАЗК: Throughout the first three quarters of 2026, Ukraine's National Agency on Corruption Prevention (NACP) actively monitored compliance with anti-corruption laws. During this period, the agency issued 31 substantiated conclusions, filed 12 administrative violation reports, and issued 60 directives to heads of governmental bodies, local authorities, and institutions. Numerous breaches and suspected abuses were identified in public procurement processes, with related evidence forwarded to law enforcement agencies, which have initiated criminal investigations and pre-trial inquiries.
Details of Violations and Their Impact
The agency's approved findings include:
- 14 conclusions pointing to signs of corruption-related criminal offenses involving losses exceeding 118.5 million UAH;
- 17 conclusions concerning violations exhibiting corruption characteristics;
Among the detected breaches were unlawful acceptance of gifts by officials, such as land plots and vehicles, along with the unauthorized use of others' housing. Instances were also documented where officials exploited confidential service information for personal gain and violated rules on holding multiple positions concurrently.
Additionally, real conflicts of interest were uncovered, notably in cases where decisions on personal bonuses were made. The NACP also recorded breaches related to the management and transfer of corporate rights and failures to ensure proper conditions for reporting corruption. Within public procurement, signs of potential abuses were found, including overpriced purchases, falsified customs documentation, and possible misappropriation of budget funds. In some cases, estimated damages exceed 50 million UAH.
The NACP report emphasizes the critical need for ongoing monitoring and enforcement of anti-corruption laws, as these violations pose significant risks to public finances and undermine trust in government institutions.
Given that corruption remains a major challenge in Ukraine, the NACP’s efforts focus not only on detecting wrongdoing but also on preventing future incidents. Enhancing transparency in public procurement and effective management of state resources is essential for the country's sustainable progress.
In light of the significant findings by the NACP, it is essential to recognize the broader implications of corruption within the public sector.
