Ukraine’s Upcoming Lobbying Reporting Campaign

According to НАЗК: Starting July 1, 2026, a new reporting campaign for lobbying activities will begin in Ukraine. Those engaged in lobbying will be able to fill out draft reports in the Transparency Register, a move aimed at increasing openness in this area.

New Reporting Requirements

Under the updated rules, each report must include information about:

  • clients;
  • other beneficiaries, if lobbying is conducted under a lobbying services agreement.

In cases where lobbying is carried out without such an agreement, the report must also include beneficiary data.

The National Agency on Corruption Prevention (NACP) has already prepared a guide for entering data into the Transparency Register. This guide includes an option to upload an Excel template, simplifying the process of submitting client and beneficiary information.

This reporting initiative represents a significant step toward greater transparency and accountability in lobbying. It also aligns with international standards that call for openness in interactions between the private sector and state institutions. The introduction of the Transparency Register is expected to reduce the risk of corrupt practices and strengthen public trust in lobbying processes within Ukraine.
