Emergency repair crews are working, but Kyiv and the surrounding Kyiv Oblast continue to face a significant electricity deficit. Across all regions of Ukraine, scheduled hourly power cuts are in effect for all consumer categories, with industrial and commercial users also subject to power limitation schedules. Several regions have been forced to implement emergency blackouts.

The primary cause of these forced outages is the aftermath of mass strikes on power plants and transmission and distribution substations. Consumers in frontline and border regions remain without power for extended periods, where restoration efforts are hampered by ongoing combat. Furthermore, adverse weather conditions have caused outages in settlements within Kyiv and Ternopil Oblasts. Repair teams are working to restore the damaged lines.

The situation in the Kyiv Oblast power system has been stabilized following the latest enemy attack, allowing for a return to planned consumption limits. As noted by the Ministry of Energy,

"consumers in frontline and border regions remain without power for extended periods, where restoration efforts are hampered by ongoing combat. Due to adverse weather conditions, settlements in Kyiv and Ternopil Oblasts are without power; repair teams are working to restore the damaged lines."
