Extension of Temporary Protection for Ukrainian Refugees in Germany

However, updated regulations affecting newly arriving Ukrainian men subject to military service will take effect from October 9, 2026. Under these new provisions, military-age men entering the EU for the first time after August 5, 2026, will not be granted temporary protection unless they can prove compliance with Ukraine’s military service laws.

This extension decree was published in Germany’s Federal Law Gazette on October 8, 2026, following its signing by Federal Interior Minister Alexander Dobrindt on September 30. The Bundesrat also approved the measure. Additionally, the special arrangement that permits Ukrainian refugees to stay in Germany for the first 90 days without a residence permit has been prolonged until December 4, 2027.

Earlier, in early August 2026, the EU Council decided to prolong temporary protection for Ukrainians and stipulated that individuals unable to verify fulfillment of military obligations would be ineligible. EU member states may require documentation confirming either legal entry into Ukraine or exemption from mobilization.

Statistics on Ukrainian Refugees Within the EU

According to recent data, approximately 4.4 million Ukrainians currently hold temporary protection status across the EU. The largest Ukrainian refugee populations reside in Germany, Poland, and the Czech Republic. Of these, roughly 27% are adult men, 43% are women, and 30% are minors.

“Based on the decision by the EU Council, temporary protection for Ukrainians residing in Germany as eligible protected persons has been extended by one year-until March 4, 2028,” the official statement confirms.

Key dates related to the new regulations include:

  • September 30, 2026 – decree signed;
  • October 8, 2026 – decree published;
  • October 9, 2026 – new rules come into force;
  • December 4, 2027 – extension of the 90-day special stay regime.
