This appeal was made in the context of the upcoming Munich Security Conference, scheduled for February 13-15. German government spokesman Steffen Cornelius emphasized the critical importance of direct talks between Ukraine and Russia, stating they are a fundamental element for advancing the peace process. The Munich conference is a major annual forum where global security policy, including the war in Ukraine, is debated by world leaders.

Cornelius referenced a recent prisoner exchange between Ukraine and Russia, the first such swap in five months. He described the exchange as a minor sign of progress but expressed a desire to see significantly clearer steps forward in peace initiatives. He added that Germany actively supports Ukraine on this path and coordinates closely with the Ukrainian side.

Threats and Challenges

Despite these positive shifts, Russia is reportedly planning a large-scale hybrid campaign during the conference. A primary participant in the planned campaign is the 'Friedensbewegung,' or 'Peace Movement.' The most active members of this movement are linked to Russian intelligence services, a fact that has raised concerns within the international community.
