Norway's Long-Term Support for Ukraine

According to Мін. Оборони: Norway has announced a substantial $7 billion security assistance package for Ukraine, scheduled for 2026. This commitment was detailed during a meeting with Norway's Minister of Defense, Tore Sandvik, which also covered broader financial and military aid. This significant pledge underscores Norway's role as a key Western ally for Ukraine. In 2025, Norway was the largest contributor among partner nations to a project known as PURL, which is dedicated to strengthening Ukraine's air defense systems (PПO). Ukraine has already received missiles through PURL, and just last week, Norway delivered critical air defense missiles directly from its own stockpiles.

Future Cooperation and Advanced Technologies

The discussions also focused on future collaboration within the PURL framework and on enhancing NASAMS air defense capabilities in 2025. Participants talked about integrating new missiles into NASAMS systems and the ongoing need to support the Patriot program for Ukraine, which Norway co-financed for a system transfer from Germany. The innovative DELTA ecosystem, which provides unique battlefield data, was another key topic. This system records every successful strike against an enemy target, including the location, target type, and the specific unmanned aerial vehicle (drone) involved. Units earn points for each hit, which can be exchanged for various resources.

Furthermore, Norway was invited to join a project supporting drone units, and talks covered Ukraine's needs for artillery and long-range ammunition. The importance of the Czech Initiative for strengthening Ukraine's defense capabilities was also highlighted. In a move to foster deeper cooperation, Ukraine is prepared to grant Norway access to data from the DELTA system.

Norway's decision highlights the sustained support Ukraine continues to receive from its Western partners amidst ongoing regional security threats. These significant financial investments and active collaboration in defense technology are poised to substantially enhance Ukraine's ability to defend its territorial integrity. The planned expansion of the PURL program and the integration of new technologies emphasize the critical importance of international support for European security in the current geopolitical climate.
