Norway Commits $9 Billion in Aid to Ukraine for 2024: Key Spending Priorities
Norway Pledges $9 Billion to Ukraine
According to ХВИЛЯ: In a significant show of support, Norway has pledged $9 billion in aid to Ukraine for 2024 under its Nansen Program. The comprehensive assistance package will fund both military and civilian needs, with a particular focus on bolstering Ukraine's energy security and air defense capabilities. First Deputy Prime Minister and Minister of Economy, Yuliia Svyrydenko, confirmed the details during a visit to Kyiv by Norwegian Prime Minister Jonas Gahr Støre. This substantial commitment underscores Norway's role as one of Ukraine's most significant non-EU financial backers.
Primary Funding Areas
The Norwegian funding package is designated for several critical areas:
- Financing for natural gas imports;
- Providing grants to the Energy Support Fund;
- Supplying equipment for distributed generation to be installed at facilities operated by the Naftogaz group.
During bilateral talks, Ukrainian and Norwegian officials placed special emphasis on energy security and air defense. Norway has also been the largest contributor to the PURL (Priority Urgent Requirements List) initiative, a key mechanism for delivering military aid.
“Norway is providing Ukraine with $9 billion in funding this year. This is another package of military and civilian assistance to Ukraine within the Nansen Program. I thank the Prime Minister of Norway for this announcement.”
Yuliia Svyrydenko
Svyrydenko noted that the meeting with Prime Minister Støre continued a cooperative partnership that has been in place since the first months of Russia's full-scale invasion, highlighting Norway's exceptional level of support. The discussions also covered potential investment projects Norway could support through its development finance institution, Norfund.
This new financial package from Norway highlights the critical importance of sustained international aid for Ukraine as the war continues. With urgent needs in energy infrastructure and national defense, such targeted support is vital for the country's stability and resilience. Against a backdrop of global economic pressures, cooperation with allies like Norway remains indispensable for Ukraine's future.
