Criminal Case Opened Against Vladimir Petrov

According to Главком: Ukrainian law enforcement has initiated a new criminal proceeding against political strategist Vladimir Petrov. He is accused of embezzling over 93,000 hryvnias from the state institution 'National Military Memorial Cemetery' for work he allegedly never performed. The case, registered in the Unified Register of Pre-trial Investigations, was disclosed by Member of Parliament Yaroslav Zheleznyak. This development comes as Ukraine continues its fight against corruption, particularly within state institutions. The charges are based on Part 4 of Article 191 of the Criminal Code of Ukraine, which deals with the misappropriation of funds.

Case Details

Investigators allege that from July 2025 to January 2026, Petrov received state budget funds without performing any work or even being present at his workplace. He was employed at the 'National Military Memorial Cemetery' as a leading specialist in the communications and information technology department. This is not Petrov's first legal trouble; the Security Service of Ukraine (SBU) had previously opened a treason case against him, accusing him of aiding the Russian Federation in conducting subversive activities against Ukraine.

It was also revealed that Vladimir Petrov, along with Serhiy Ivanov, received a reservation from military mobilization starting in July 2025. This has prompted an official investigation by the Ministry of Veterans Affairs of Ukraine, with Minister Natalia Kalmykova confirming the start of a review. The 'National Military Memorial Cemetery' confirmed Petrov's former employment but noted he later resigned of his own accord.

The prior treason allegations add a layer of gravity to the situation, likely influencing the approach of law enforcement and the Ministry of Veterans Affairs as they scrutinize the activities of other employees potentially involved in similar misconduct.
