The new government must sign the action program: Zheleznyak named 10 priorities
The new Cabinet must submit an action program to the Verkhovna Rada within a month, including specific deadlines, responsible parties, and sources of funding. People's Deputy Yaroslav Zheleznyak formulated ten priorities by which he proposes to assess the government of Serhiy Koretsky.
Why does Koretsky's government need an action program
The law requires the Prime Minister to submit the Cabinet's action program to parliament no later than one month after the government is formed. The document must contain objectives, tasks, evaluation criteria, and implementation timelines.
If the Verkhovna Rada supports the program with at least 226 votes, the government will receive a one-year shield from a vote of no confidence. This gives the Cabinet time to execute the agreed plan while simultaneously creating specific obligations to parliament.
The last time the Rada approved a government action program was on October 4, 2019. The document of the Oleksiy Honcharuk Cabinet was supported by 236 deputies, as stated in the resolution of the Verkhovna Rada.
Subsequent governments submitted their own programs, but parliament did not approve them. According to Zheleznyak, due to this the Cabinet worked for years without clear indicators by which to evaluate results and personal responsibility of ministers.
What 10 demands did Zheleznyak set for the new government
For Koretsky's government action program, the deputy proposes to include the following priorities:
- Find funding for military salaries and the payments already announced by the state.
- Prepare a financially secured army reform and reform of territorial recruitment centers.
- Approve a winter preparation plan with reserves, deadlines, and responsible officials.
- Cut non-priority budget expenditures, including funding for telethons, cashback programs, and programs from the reserve fund.
- Fulfill conditions for receiving EU funds and continue cooperation with the IMF.
- Accelerate the privatization of loss-making state assets, including the Odesa Trade Seaport, state bank, and Ocean Plaza.
- Ease pressure on businesses, regulate inspections, and strengthen accountability for law enforcement officials.
- Complete reforms of customs, the Bureau of Economic Security, and the State Financial Monitoring Service.
- Conduct a civil service reform and appoint professional leaders instead of politically loyal ones.
- Implement an anti-corruption plan and ensure the independent operation of NABU and SAP.
When should the government submit the program to the Verkhovna Rada
According to Zheleznyak's calculations, the new Cabinet should submit the document by mid-August. In addition to the ten mentioned directions, the program should cover the economy, pension reform, social policy, and military risk insurance.
The deputy insists that next to each task, the name of the responsible person, the final date, and the source of funds must be specified. The government should also report quarterly to parliament about the completed and failed tasks.
The list itself represents Yaroslav Zheleznyak's position and is not an approved cabinet program. The final document is being prepared by the government, after which the Verkhovna Rada will make a decision on its approval.
Previously, Zheleznyak announced a crackdown on corrupt officials due to EU requirements and 90 billion euros.
