Ukraine Rejects Mandatory Medical Checks for Senior Drivers
Draft Law No. 8082 Withdrawn from Consideration
According to ХВИЛЯ: Draft Law No. 8082, which proposed mandatory renewal of driver's licenses for individuals over 65 and annual medical examinations for those over 75, has been officially withdrawn from parliamentary consideration. This decision maintains the status quo for age-related driving regulations in Ukraine. Consequently, no new age-based restrictions on license validity will be implemented, and drivers will not be required to undergo additional cognitive or reaction tests solely because of their age.
Current Regulations and Penalties Remain in Force
Under existing rules, the only requirement to prove fitness to drive is a standard medical certificate. The minimum age for operating mopeds is 16, for cars and trucks it is 18, and for passenger buses it is 21. The fine for allowing an underage person to drive, set at 3,400 hryvnias, also remains unchanged. This approach differs from some European nations, which have stricter periodic checks for older drivers.
The broader question of adopting European-style restrictions for senior motorists has also been removed from the legislative agenda. For now, Ukraine's age-based driving rules will continue without any new initiatives or amendments.
The withdrawal of Draft Law No. 8082 signifies the preservation of current driving rules for senior citizens in Ukraine, a move that may be viewed as supportive of the rights of older drivers.
However, the lack of new legislative initiatives indicates that while road safety and age-related risks remain topics of debate, they are not a current priority for lawmakers.
