According to Главком: In the temporarily occupied territories of Ukraine, occupation authorities are compelling preschools to promote service in the Russian Federation's armed forces. The National Resistance Center has obtained documents containing directives from the occupation administrations ordering the placement of recruitment materials in educational institutions. This information campaign is titled 'Contract Military Service – Your Choice!'. This tactic represents a concerning expansion of Russia's information war into the earliest stages of education.

The campaign mandates compulsory reporting to superiors. As one example, Kindergarten No. 31 in Makiivka reported placing propaganda posts titled 'Your Fellow Countrymen are Heroes!' on its website and social media. These actions demonstrate the systematic use of preschool facilities to advance a military ideology among very young children.

Mobilization Measures and Their Consequences

Separately, it is notable that instead of official draft waves, Russian President Vladimir Putin has instituted a system of continuous mobilization. Reservists trained for rear-echelon duties are being sent en masse to the front lines. The scale of this covert campaign now exceeds that of 2022, indicating a significant intensification of propaganda efforts in the occupied territories.
