According to Главком: A major restructuring of Ukraine's school network is currently underway. This reform mandates that by September 1, 2027, all local communities must reorganize their institutions into three distinct types: primary schools, gymnasiums, and lyceums. On April 8, Education Minister Oksen Lisovyi reaffirmed the government's commitment to this process, stating that regional councils and the Kyiv City Council must approve their network formation plans by September 1, 2024. This ambitious reform is part of a broader post-Soviet transition aimed at aligning Ukraine's education system with European standards.

According to the Ministry of Education, many network plans have already been approved and partially implemented. Ministry representative Nadiia Leshchyk noted that 'most communities are gradually forming their education networks; some have completed this, while others are still in the process.' A critical requirement is that by September 1, 2027, the founders of lyceums must establish these institutions and equip them with proper facilities, equipment, internet access, and other necessary resources.

The Current State of Educational Institutions

As of now, a significant number of schools have already been reorganized or are in the process of change. 'Some students are already receiving their education in different institutions from where they started. That is, some schools where pupils began their education at a certain level have already been reorganized or are being reorganized and now hold the status of primary schools and/or gymnasiums,' Leshchyk explained. It has also been reported that some educational institutions have been liquidated or have had their operations suspended.

As part of these systemic changes, ninth-grade students in 2024 will not be required to take the National Multi-Subject Test (NMT). This decision is integrated into the wider modernization effort, which also includes the reorganization of upper secondary education into specialized profile schools. The removal of the NMT for this cohort is intended to ease the transition for students during this period of significant structural change.

The education reform represents a crucial step toward modernizing Ukraine's learning system and adapting it to contemporary standards. Completing the network reorganization by 2027 is expected to create a more effective educational framework that meets the needs of both students and society.
