Ukraine’s Financial Outlook for 2024

According to ХВИЛЯ: International partners have committed $20 billion to Ukraine out of the $52.6 billion total external funding required for the upcoming year. The remaining $32.6 billion remains uncertain. Meanwhile, the Ministry of Defense faces a $27 billion shortfall for 2024 that has yet to be resolved. Ukraine is actively negotiating with the European Union, the International Monetary Fund, and other allies to cover this gap, particularly to support military expenditures.

President Volodymyr Zelensky has held discussions with business leaders, financial institutions, and top officials from the IMF and European Commission, including Kristalina Georgieva and Ursula von der Leyen. It is important to note that while the IMF does not directly finance Ukraine’s defense costs, the IMF program includes assurances from the EU to cover about two-thirds of Ukraine’s external financing needs. Finance Minister Serhiy Marchenko confirmed ongoing efforts with partners to secure the necessary funds.

Urgent Funding Required for Defense Needs

Zelensky emphasized the critical importance of raising funds for military purposes, stating:

The president noted that roughly one-third or slightly more of the required funding is needed this fall to place orders for drones scheduled for January, February, and March. “If these orders and payments are not made in October and November, we will face serious challenges in January and February,” he warned.

Upcoming meetings with the European team are planned to take place either in Ukraine or Belgium. Part of the funding may be obtained through a Drone Deal initiative. Despite the difficult circumstances, Zelensky reassured that Ukraine will not be left isolated, highlighting ongoing EU support and the continuation of IMF programs.
