Updates to Latvia's Immigration Laws Affecting Ukrainian Nationals

According to Рубрика — Суспільство: In March 2027, many Ukrainian citizens will complete their five-year continuous residence period in Latvia. In response, lawmakers have introduced a draft bill proposing a special procedure for obtaining permanent residence permits for these individuals. The revised Immigration Law of Latvia, effective from September 15, introduces changes specifically targeting Ukrainians currently under temporary protection in the country.

The Latvian Parliament's Defense, Internal Affairs, and Anti-Corruption Committee has decided to postpone further discussions on the draft until it receives an assessment from the Ministry of Finance. This pause aims to evaluate how the proposed amendments might impact the national budget. Among the provisions, the bill allows time spent in Latvia on long-term visas or residence permits to count towards the five-year residence requirement.

Key Proposed Changes and Their Implications

The draft legislation includes new criteria, such as proof of sufficient financial resources to support one's stay. Additionally, male applicants must present official documentation from Ukrainian authorities confirming exemption from military conscription during mobilization. The parliamentary committee plans to revisit these amendments next week after obtaining the Ministry of Finance's review.

Current immigration rules deny permanent residence permits to individuals who previously held temporary protection status in Latvia. However, the updated Immigration Law streamlines this by establishing a single type of permanent residence permit linked to the EU long-term resident status. This initiative aims to simplify the pathway to permanent residency for Ukrainians living in Latvia under the new framework.

These legislative revisions carry significant consequences for Ukrainian refugees temporarily residing in Latvia. Recognizing residence periods under long-term visas as part of the five-year threshold can facilitate their transition to permanent residency, promoting greater stability and integration within Latvian society. Nevertheless, a thorough examination of the fiscal impact remains essential to ensure the immigration policy's sustainability going forward.
