Pensions in Ukraine have risen to 6410 hryvnias: why they are still not enough

Pensions of Ukrainians and poverty
Попри збільшення пенсій до 6410 гривень, багато українців все ще відчувають фінансові труднощі.

The average pension in Ukraine in the second quarter of 2025 has increased to 6,410 hryvnias and 20 kopecks, which is 69 hryvnias more than in April. Pensions have also risen year-on-year by 10.2%, or almost 594 hryvnias.

Converted at the official NBU exchange rate, the average pension equals about 154.95 dollars, but this is still less than the actual subsistence minimum for non-working individuals, which currently exceeds 7 thousand hryvnias. The head of the parliamentary committee, Danilo Getmantsev, noted that this is only 92% of the subsistence minimum.

'The average pension now equals only about 92% of the actual subsistence minimum for this category, which effectively places most Ukrainian pensioners in the group below the poverty line,' emphasized Getmantsev.

According to expert assessments, pension growth is not keeping pace with inflation rates, but the gap may narrow due to a slowdown in inflationary processes. However, the cost structure of low-income households remains a problem due to the large share of spending on food.

The average pension in Ukraine has increased, but it still remains below the subsistence minimum. The presented statistical data indicates that additional measures are necessary to ensure an adequate living standard for pensioners in the country.
